Senior Technical Procurement Manager – Software, Licensing & Vendor Strategy
We are seeking a Senior Technical Procurement Manager to lead the strategic sourcing, negotiation, lifecycle management, source to pay, and optimization of technology contracts, software licensing agreements, and vendor relationships. This role is responsible for proactively managing software renewals, negotiating favorable commercial and legal terms, reducing technology spend, mitigating contractual risk, and ensuring the organization maximizes value from its technology investments.
The ideal candidate is a highly skilled procurement professional with deep experience negotiating agreements with major technology vendors such as Microsoft, Oracle, SAP, Salesforce, ServiceNow, Adobe, AWS, Google, Cisco, Palo Alto Networks, CrowdStrike, OpenAI, Anthropic, and other enterprise software, cloud, AI, and cybersecurity providers. This individual must possess strong commercial acumen, exceptional negotiation skills, and a detailed understanding of software licensing models, cloud consumption agreements, AI platforms, SaaS contracts, and cybersecurity technologies. This role partners closely with IT, Security, Finance, Legal, Product, Infrastructure, Vendor Management Office (VMO) and Executive Leadership to ensure technology investments align with business objectives while achieving optimal pricing, flexibility, and contractual protections.
Strategic Procurement & Vendor Management

Lead sourcing, procurement, and contract strategy for software, cloud, AI, cybersecurity, infrastructure, and digital technology solutions.
Contract & Renewal Management in partnership with VMO
-
Own the end-to-end lifecycle of technology agreements, including new purchases, renewals, expansions, amendments, and terminations.

Maintain IT contract repository, renewal calendar, licensing inventories, and financial commitments in partnership with VMO
Software Licensing Optimization

Identify opportunities to eliminate waste, consolidate vendors, reduce redundancy, and improve utilization.
Advise stakeholders on licensing models including:
Negotiation & Commercial Management

Negotiate favorable pricing, discount structures, renewal protections, audit clauses, service levels, support commitments, liability limitations, termination rights, and data ownership provisions.
Risk, Compliance & Governance
Ensure contracts contain appropriate protections for:

Bachelor's degree in business, Supply Chain, Finance, Information Technology, or related field.

10+ years of procurement, strategic sourcing, vendor management, or technology category management experience.

Demonstrated experience managing major technology vendors including, but not limited to Microsoft, Oracle, SAP, Salesforce, Adobe, AWS, Google Cloud, ServiceNow, Cisco, Palo Alto Networks, CrowdStrike, VMware, and similar enterprise providers.

Experience partnering with Legal, Finance, Security, Infrastructure, and Executive Leadership teams.
Preferred Qualifications:

Experience negotiating AI platform agreements, cloud consumption contracts, cybersecurity licensing agreements, and enterprise-wide technology transformations.

Ability to structure and execute complex negotiations that consistently improve pricing, flexibility, protections, and long-term value.

Deep understanding of technology pricing models, licensing structures, vendor economics, and market dynamics.

Builds trusted relationships across IT, Security, Legal, Finance, Procurement, and Executive Leadership teams.
