Overview:
We are seeking a Procurement Manager to lead a procurement team supporting the Oak Ridge National Laboratory (ORNL) Contracts Division in the areas of strategic sourcing, support services subcontracts supporting multiple divisions, and facilities and operations related subcontracts. The purpose of this position is to lead a team performing all required acquisition tasks in accordance with ORNL’s procurement policies and procedures, optimize existing strategic sourcing contract vehicles and processes, and identify and seek opportunities to reduce operation costs through expansion of strategic sourcing tools and the supplier base. The manager will supervise assigned staff of procurement professionals and serve as the day-to-day customer interface for the Laboratory customers for all purchases that are handled by their group. Additionally, the manager will help develop metrics and service level agreements for the division and participate in division or laboratory level teams that seek to optimize operations. The manager may also oversee buyers from another division as assigned, dependent upon business volume. A security clearance or the ability to get a security clearance is a requirement.
Major Duties/Responsibilities:
- Meets the acquisition needs of customers by leading a team responsible for completing all steps of the acquisition process, from acquisition planning through close-out, with a high degree of quality.
- Supervises a team of exempt Procurement Officers that provide subcontract/procurement support for various key stakeholder groups, including Human Resources, IT, Facilities & Operations, Business Operations and the Laboratory Director’s Office.
- Responsible for recruiting, hiring, onboarding, training and developing staff to build and maintain a high performing team.
- Partner with laboratory Leadership and Contracts Division Director and other stakeholders to develop and refine acquisition strategy for complex programs and strategic sourcing initiatives.
- Lead special projects assigned by Division Director to support division or lab-wide strategic initiatives.
- Plans, leads, organizes, assigns, supervises, directs, and evaluates work performed by staff, ensuring all work is completed timely, accurately, compliantly, and ethically.
- Will meet regularly with internal customer leaders to discuss pipeline and to look at strategies to avoid crisis-buying.
- Provides expert guidance and support to customers and staff in procurement strategies and knowledge of procurement policies, regulations, and best practices.
- Manages, facilitates, and executes the development and implementation of complicated procurement transactions and projects.
- Negotiates complex subcontract terms and conditions, manages subcontract performance for early identification of issues or performance problems, and works collaboratively with technical staff and subcontractors to resolve issues.
- Possesses the authority to commit ORNL for amounts up to delegated authority conveyed by the Contracts Division Director.
- Develops and delivers presentations as needed or requested to customers, to DOE, and to the business community.
- Represents ORNL at outside trade functions and conventions.
- Maintains a high degree of ethics and ensures adherence to all ORNL quality, legal and financial requirements.
- Assists customers with identifying sources to meet needs using a variety of market research techniques and presents recommendations based on the results.
- Establishes and maintains high-level supplier relationships; some travel to supplier facilities may be required.
- Participates in contract/purchase order pre-award and post-award activities; monitors contract performance; resolves contract issues and concerns; and assists in negotiating contract renewals, amendments, and plan changes.
- As necessary, reviews specifications for requests for bids; plans, develops, and coordinates procurement documents and bid evaluation instruments; and maintains contracting records.
- Interprets contract administration policies, procedures, rules, and regulations and provides technical assistance to staff, legal, other agencies, organizations, and the community regarding contract administration, policies, and procedures.
- Reviews a variety of procurement packages for compliance.
- Develop methods for evaluating and documenting supplier performance.

Basic Qualifications:
- A BS/BA degree in a business discipline (e.g. Business Administration, Finance, Economics) or related discipline.
- A minimum of 8 years of experience in procurement, supply chain, contracts or related field, including at least 3 years of experience in a supervisory/lead role.
- Ability to function in a fast-paced business environment requiring a high degree of accuracy.
- Customer service oriented with the ability to communicate effectively with high-level stakeholders and a diverse laboratory population.
- Expert knowledge of federal procurement regulations as well as government procurement terminology.
- Excellent attention to detail and well-developed written and oral communication skills.
- Demonstrated ability to work effectively as a member of a team, as well as independently, as required.
Preferred Qualifications:
- Experience managing large procurement programs and developing novel procurement strategies where no precedent exists.
- Experience working in a research and development environment and with industry and academia.
- Experience developing and instituting strategic sourcing initiatives and process improvements and working with emerging technologies.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
- Q or L clearance: The ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

- This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
- For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.
- Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
- To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year.
