I.POSITION SUMMARY
The Procurement Manager is responsible for overseeing all procurement, inventory, warehousing and/or transportation related functions for the Cooperative. This position ensures the timely and cost-effective acquisition of goods and services while maintaining strong vendor relationships, enforcing compliance with Cooperative policies, and supporting operational efficiency and reliability.
II.REPORTING RELATIONSHIPS
A.Reports to: Financial Services Officer
B.Supervises: Purchasing Specialists and the Warehouse Manager and/or Transportation Manager, as assigned
III.MAJOR RESPONSIBILITIES
A.Directs and manages all procurement, purchasing, inventory, and material management activities.
B.Develops and implements procurement strategies to meet operational needs while maintaining budgetary goals.
C.Forecasts demand and establishes inventory levels to ensure continuity of operations while minimizing excess inventory and waste.
D.Coordinates and oversees the receipt of goods and services, ensuring quality standards are met and initiating appropriate quality control processes.
E.Sources goods and services; solicits purchasing proposals; evaluates quotes; negotiates pricing, terms, and conditions; and processes purchase orders in accordance with Cooperative policies.
F.Develops, maintains, and periodically reviews an approved vendor list; monitors vendor performance and analyzes vendor efficiency, pricing, delivery, and compliance.
G.Identifies Cooperative business needs and works collaboratively with departments to meet operational requirements.
H.Identifies, assesses, and mitigates risks within the Cooperative supply chain.
I.Maintains accurate documentation, records, and reporting related to procurement, inventory, and vendor performance.
J.Ensures compliance with environmental regulations, safety standards, and organizational policies, including maintaining required environmental records.
K.Directs the Warehouse Manager, as assigned, to ensure accurate inventory control, proper material handling, and optimal stock levels.
L.Directs the Transportation Manager, as assigned, to ensure Cooperative transportation and logistics needs are met safely, efficiently, and cost-effectively.
M.Develops and implements strategic initiatives to improve material efficiency, procurement effectiveness, and overall supply chain performance.
N.Provides full supervisory oversight of assigned personnel, including hiring, training, motivating, evaluating performance, and ensuring compliance with safety rules and regulations.
O.Participates as a member of the Cooperative’s management team, contributing to planning, decision-making, and special projects as assigned.
