Overview

The Procurement Manager is responsible for the planning and management of all procurement and fleet leasing activities related to MIC’s construction projects. The Procurement Manager is also responsible for developing, implementing and continuously improving strategies, processes, procedures, practices, and tools to drive departmental excellence and ensure the department meets its commitments to the overall organization. Specifically manage and maintain proper staffing levels at the corporate office and provide advisory assistance to the onsite construction teams to ensure the field procurement positions are staffed appropriately. Must maintain supplier relationships and function as a liaison between suppliers, and internal customers ensuring continuous improvement of the related processes, systems, and total cost. Must drive improvements in department performance including cost reductions and improved supplier quality performance. Must build collaborative relationships, communicate effectively with business partners and leaders across the entire organization, and understand internal customer needs.

Location & Travel Details: You can be based in any city or state in the U.S.. This is a traveling, project based position, up to 100% of the time. You have the potential to be placed on a project site located in any state throughout the US. You’ll spend 8-18 months on average per project. We offer designated per diem in addition to an excellent base salary to support and help you cover living expenses. This position is eligible for mobilization support (may include mileage reimbursement), and includes one longer weekend every four weeks for additional time at home.

Responsibilities

ESSENTIAL JOB FUNCTIONS:

Develop and execute sourcing strategies relevant to business needs and priorities, achieving overall company objectives.
Oversee purchasing sources for materials, bulks, equipment, site consumables, services and rentals/leases.
Enforce departmental policies and procedures for the purchase of all goods and services.
Review, analyze and negotiate vendor proposals.
Prepare purchase orders for materials, equipment, bulks, site consumables, services and rentals/leases.
Negotiate vendor agreements, and press for national account status, key management connections, rebate incentives, and advantageous pay terms.
Implement and drive process improvement of workflow, such as incoming project order intake, material receiving, negotiation tactics, and communication with internal and external parties.
Act as subject matter expert for RFQ best practices, then drive improvement, standardization, and consistency of sourcing procedures based on best practices.
Build strong business relationships regarding purchasing processes and policies.
Manage the company’s material receiving process and the 2-Step Receiving requirements. Ensure the proper accounting of goods itemized within the Purchase Order matches the vendor invoice, ensure the vendors have submitted the properly rendered bills of lading and packing lists, and collaborate with Accounts Payable to ensure vendors have met the invoicing requirements and can be paid in a timely manner.
Work with the construction team and field engineers to ensure products purchased meet Engineering specifications as per company obligations under the Prime contract.
Be able to discern which incoming material requests are high priority and or possess long lead fabrication times, and ensure such requests are properly and skillfully handled.
Maintain knowledge of all market conditions that may impact the company and advise of trends and the potential impacts. Maintain updated knowledge of market status and current rates for goods and services.
Work to coordinate vendor selection, establish credit, negotiate beneficial terms, track vendor performance standards, and conduct ongoing vendor evaluations.
Manage, lead direct reports, and mentor.

SUPERVISORY:

Must be able to manage, supervise, lead and mentor multiple direct reports in the Procurement Department.

Qualifications

EDUCATION AND WORK EXPERIENCE REQUIREMENTS:

Minimum of ten (10) years of experience in procurement, preferably within the engineering or construction industries.
Four-year college degree in a business-related field, or combination of education and experience.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Be knowledgeable of MIC Health and Safety programs and project specific regulations.
When on-site, actively participate in daily toolbox meetings with crews and subcontractors.
Set a personal example of safe behavior.
Strong background in the utilization of ERP system software (SAP, SmartPlant, Spectrum, Vista ViewPoint, etc.).
Self-starter but must exhibit the ability to work within a project team in a fast-paced and high-volume environment with emphasis on accuracy and timeliness.
Must have the ability to interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
Excellent verbal, written and interpersonal skills.
Establish departmental procedures and standards and enforce them within the organization.
Sound knowledge of all required industry product offerings (solutions, goods, and services).
Excellent computer skills with Microsoft Office products - Word, Excel, Power Point, Outlook and system databases.
Excellent knowledge of contract administration and procurement practices.
Exceptional attention to detail, with the ability to recognize and correct discrepancies.
Ability to interact with all levels within the organization - Internal and external stakeholders, Owner, subcontractors, and vendors.
Extremely knowledgeable of procurement, expediting, and material control functions within the Construction project execution arena.
Experience leading and managing others.

PHYSICAL DEMANDS:

Work up to a 12-hour shift doing hard physical work in varying temperatures and outside conditions.
